i am pretty sure we didn't learn how 2 drape a mandarin collar. But it's origin is from the western style of the manchurian dresses. the fsahion designer is from the1990’s Evan Picone Petites Mandarin Collar Dress in white polka dot on black background (http://www.specialistauctions.com/auctiondetails.php?id=1090323)

The mandarin collar, derived from the traditional Chinese costume. It provides a neat and tailored finish for the neckline.
Ive seen many mandarin collars this Summer but mainly from Juicy Couture, There was a Mandarin Collar dressy top featured in Couture Lady's Collection's Fashion show which was really cute.

A mandarin collar is based on the traditional Manchurian dress. The collar starts at the neckline and typically rises with no fold.
